| ARB in talks to establish the Banking Mediator
Individuals or small firms that suffered a loss or encountered other problems after resorting to a bank's services will have the possibility to receive a maximum compensation worth the equivalent of 50,000 euros on the basis of a decision issued by the Banking Mediator, an institution that is likely to be set up this autumn. According to the project discussed by the members of the Romanian Banking Association (ARB), the mediation bureau will be authorised to deal with complaints related to all the products and services provided by the lending institutions taking part in its creation. The service will be free of charge and is meant to improve the image of the banking system in the eyes of the public, as well as shorten the interval needed for the sorting out of complaints by avoiding court procedures when damages are not higher than 50,000 euros.

Santo Domingo.- This morning's meeting between the representatives from the unions, vice-president Rafael Alburquerque, Labor minister Jose Ramon Fadul and the mediator monsignor Agripino Núñez ended without concrete results. When leaving the Santo Domingo campus of the Pontifical University, the union leaders warned that they will not waver from their demand of a 24% wage hike for salaries of up to 30,000 pesos. They expressed some concern and even annoyance because the mediator commission didn't propose a solution in percentage terms. "We want to ratify that we are not going to reach any agreement if we don't negotiate the minimum wage separately. We told the commission of mediators, because the employer sector has stated that it's willing to discuss only the minimum wage," said Union Unity Council president Eugenio Perez Cepeda.
Negotiation with WB on DSC-IV begins today
The government will start negotiations today (Sunday) with the largest multilateral donor agency World Bank (WB) for the release of the fund, amounting to US$200 million under the fourth tranche (instalment) of development support credit (DSC) programme, official sources said. A senior Economic Relations Division (ERD) official said that as the government had already carried out a lot of reforms and increased particularly the domestic oil prices, the WB might approve the $200 million budgetary support for Bangladesh by next month. The visiting WB appraisal mission, led by its sector director, Sadiq Ahmed, told journalists last week that the lending agency might disburse the DSC-IV before the announcement of the next budget by the government of Bangladesh. The ERD official said: "The final negotiation is expected to be completed by April 10.

Bush invites Democrats for a meeting, not a "negotiation"
WHITE HOUSE President Bush will invite Democrats to the White House to discuss the standoff over a war spending bill, but the administration makes it clear that the meeting won't be a negotiation over a troop pullout deadline. White House spokeswoman Dana Perino says Bush will meet with congressional leaders to discuss how they can give him a "clean bill that he can sign." Both the House and the Senate have approved bills to extend funding for U-S troops in Iraq, but the bills also call for forces to withdraw by certain dates. Bush has repeatedly vowed to veto any bill with a timetable for troop pullout. Perino says the Pentagon will soon send lawmakers a bill to transfer one-point-six (b) billion dollars from other military accounts to cover funding for troops. She says the move is necessary because Congress delayed Bush's funding request.
