Clearly, bullying is a terrible thing. The physical abuse that a youngster, or a group of youngsters, can heap upon a small, weaker, somehow more vulnerable juvenile is just the beginning. There can also be taunts and threats. Then there is the emotional toll it takes on its victims.

Matt Epling, a youngster who lived in East Lansing, is an example. Upperclassmen hazed him on the last day of school in 2002. Two months later, he committed suicide.

Old tensions flare up before board

But in the discussion, the supervisors passed on a move aimed at mending fences between Edge and the Civil Service Commission after Edge branded two supervisors' peace proposal "a major mistake."

The reorganization itself is not controversial. It creates the position of deputy director of human resources and moves some other people around within the administrative and human resources offices, at a cost of $187,000 annually.

But the way it was handled has been a bone of contention. The quarrel erupted last year when Edge sought to move Hossli — then a principal administrative analyst working for him — to the new human resources deputy director slot.

The commission balked because Edge's proposal didn't require the deputy director to have human resources experience commissioners thought necessary.


Labour Minister says tribunal is ready to work

In another continuing saga, this time on the labour front, today Minister Francis Fonseca confirmed that the arbitration panel appointed to investigate the firing of three employees of Belize Telecommunications Limited finally has its terms of reference in hand. As we have reported, the Belize Communication Workers Union had objected to the original document, complaining that it did not reflect the real nature of the dispute. Fonseca says after some back and forth, both sides are now ready to move forward with the arbitration process. Francis Fonseca, Minister of Labour The tribunals terms of reference provides that they will look at the collective bargaining agreement that exists between B.C.W.U. and B.T.L., specific articles of that collective bargaining agreement, as well as the Memorandum of Understanding that exists between those two parties.


Landis suffers setback in bid to clear name - Report

Los Angeles, April 13: Embattled Tour de France winner Floyd Landis' bid to clear his name of doping allegations was dealt a setback when an arbitration panel ruled that officials could re-test seven urine samples.

In a release issued through his New York spokesperson Michael Henson, Landis confirmed that the the US Anti-Doping Agency (USADA), which is prosecuting the case against him, will conduct tests on urine samples which had already been declared clean.

Furthermore, Landis is angered that the new tests are to be carried out at the French laboratory which processed his original, and disputed, positive test.

Landis has charged the Labaratoire National Depistage de Dopage's (LNDD) laboratory at Chatenay-Malabry with mis-handling his original samples.
